INTRODUCTION
Oil &
gas producers and pipeline operating companies appreciate the consequences of
attacks on pipeline networks; however few have managed to teach security
personnel 'on the ground' how to identify key vulnerability locations and how to
recognise methods of target assessment and attack from the perspective of the
pipeline network adversary.
HPI, a leader in international pipeline security consultancy, has developed an intensive workshop to train energy security personnel in the protection of pipeline networks.

This is an intense five module training
workshop.
It is composed of lectures and team
projects.
TRAINING
METHODOLOGY
The training team presents the material in a building block
format addressing all phases of pipeline projects. The training includes the
security challenges and adversary methodology that may be encountered in each
project phase.
The training team then introduces the Pipeline Security Specialist TeamTM Concept which provides candidates with specialised techniques to identify potential vulnerabilities, deter adversaries, respond to incidents, analyse incident location data, and to recognise and collect incident.

PRESENTER PROFILES
Hugh A.
Palmer, CPP, MBA
Pipeline Security SpecialistTM Team Member & Training Director
Hugh is a Pipeline Security SpecialistTM team member and the Workshop Training Director. His primary operational team assignment is the Information & Analysis Specialist with a secondary role as an Evidence & Photography Specialist.
His background includes a police service career which included successive assignments to the rank of Police Inspector with extensive training and experience as a tactical team member and team training coordinator. During his police career Hugh served as the Chief Firearms and Tactics Instructor of a provincial police academy and as a member of the Patrol and Criminal Investigation Divisions.
As a civilian, Hugh worked as a commercial
helicopter/aeroplane pilot prior to commencing his security career. After
working as a protection advisor for a major gas transmission company, he formed
HPI - Hugh A. Palmer, Inc. a consultancy which specialises in oil & gas
industry security. He has operational and instructional experience in the
Caspian, Africa, Middle East, Europe, Latin America, the Caribbean and
He provides expertise in major pipeline project security strategy planning, security vulnerability assessments and the investigation of sabotage and tapping incidents.
Hugh utilises his Master of Business Administration degree and Certified Protection Professional accreditation to develop best in practice workshops and enhance the capabilities of the HPI team. He is the subject matter expert and consulting author for the E&P Forum Pipeline Security Guidelines published in 1999 and for the revised OGP Pipeline Security Guidelines of 2008. To meet the specific needs of the industry, he developed and presents the Pipeline Security Specialist _ Workshop.
He has been an international panel member and presenter at Canadian Government and US Department of Homeland Security pipeline forums, as well as a lecturer for the University of Calgary, ASIS International, and corporate audiences including major UK based energy companies and an East African national pipeline company.
Hugh has been a member of ASIS International since 1991 and has served as Chapter Chairman, a member of the Energy Security Council and as the Chairperson of the Energy Security Council.
David
Holder
Pipeline Security SpecialistTM Team Member & Lead Instructor
David joined the HPI team as a Pipeline Security SpecialistTM . His primary team assignment is the Evidence & Photography Specialist with a secondary role as the Security & Communications Specialist.
His skills and instructional abilities have enabled him to assume a Lead Instructor role.
His background includes 21 years service as a Combat
Engineer in the Royal Engineers where he served as a Search Team Specialist on
Active Service. David has operational experience in Central America, Africa, the
South Atlantic, Europe and the
As a civilian, David instructed for 8 years with the British Army Adventure Training Centre and continues to provide remote/wilderness training in survival and mountain living skills. He teaches Advanced First Aid and facilitates team building for industrial and military groups.
David utilises his Occupational Health & Safety Management Diploma skills and First Aid Instructor qualifications to enhance the operational capability of the HPI team. With his experience in multicultural communities, he provides practical, well-grounded instruction and mentoring to course candidates whose primary language is not English.
