Not true: Paragraph 5 of Powell's original announcement specifically said the aid would bypass the Taliban, though it's far from clear how this would be (would have been) accomplished. If they have any sense, they'll correct this. If we're going to argue against war hysteria, we'll need to keep our facts straight.
