Well, er, there you are, proves my point. Leibacher saw that power should
devolve to a populist/distributed model as opposed to the centralized
government model, so he attempted to hasten the process by killing the
people in government. Note that he didn't try to kill his neighbors. He
wouldn't have dared.

This of course is only one possible interpretation....
