being from canada, i read http://www.tc.ca/newapproach.txt with interest and
some curiosity. it was trying to address an over-emphasis on the business
side of telecommunications on the part of the Minister of Industry (which I
suppose is somewhat expected in a minister of industry). are we to
understand, then, that telecommunications policies are under the leadership
of the minister of industry? i would have thought that telecommunications
policies would not be under the leadership simply of a dept of industry (or
whatever) but would be, say, in the same dept as what the cbc is in. is the
cbc also reporting to the minister of industry?

what sorts of policies are at issue here? regulating/governing what?

also, what do you mean by "open networks"?
