        Problematising "Asia":=20
        The First Inter-Asia Cultural Studies Conference
       =20



Date and Place: July 13-6, 1998, Yue-han Hall, National Tsing Hua
                University, 110 Jing-hua St., Taipei=20

Purpose: 1) How, we as critical intellectuals living in, or=20
concerned with, "Asia" respond to the "rise of Asia" problematic? =20
2) The conference attempts to gradually construct a "critical=20
inter-asia subjectivity", that is, to insert long over due voices=20
into global intellectual communities.  3) The project self-
consciously makes global links with cultural studies leadership=20
so as to enhance the communication and exchange between inter-
asia and other regions of the cultural studies world.

Conference Statement:=20

        The "Problematizing Asia" conference is intended as a=20
critical response to "the rise of Asia" problematic.  Since the=20
mid 1980's, this rhetoric has surfaced and resurfaced again and=20
again in the mainstream scholarship almost in every front.  But=20
for years, there is virtually no critical scholarship effectively=20
set in response to the situation.  As a whole, we aim to=20
intervene in the debate and fill in the gap in the critical=20
scholarship.
        The current project of the conference, of course, comes out=20
of the local geographical space of Taiwan.  The great local=20
transformation since the lifting of martial law in 1987 has come=20
to an end; a new nation-building and state-making project is=20
being pursued by the authorities.  This change coincides with the=20
great transformation of Asia, the Third World and global=20
capitalism in the so-called post-war era.  In this conjuncture,=20
we as a group of intellectuals feel the urgent need to reexamine=20
local and global situations. What do these transformations at=20
various local, national, regional, international, and global=20
levels mean?  How do we place "Taiwan" in these contexts?  Does=20
the contemporary rise of nationalism?  What are the mechanisms of=20
nationalist discourse operating within each specific context of=20
the nation-state?  What are the changing hierarchical structures=20
of neo-colonial capitalist formation?  Are we coming to a=20
ruptural, new era of capitalist formation?  Or, is this a=20
deepening of the long term historical configuration?  Can we, by=20
working collectively, map out a fluid map of the new world?  Can=20
we begin to think and propose new strategies moving beyond the=20
boundaries of the nation-states?  What are the future=20
possibilities for popular democratic culture throughout the world? =20
Of course, this is not an either/or problematic.  For better or=20
worse one thing sure: we are facing a new reality and new world;=20
and there is urgent necessity to understand the world at least in=20
structural terms, to begin with.
        Through this conference we hope that we can begin to answer=20
these questions under the rubric of "problematising Asia".

Suggested Themes

        To make the complexities involved in the problematic=20
manageable, we propose the following "themes" as focus for=20
interrogations:

1. Historical-Discursive Formation of the Imaginary "Asia"

        We understand "Asia" not simply as a geographical term but=20
also as a historically constructed category; and in the present=20
context, "the rise of Asia" has largely been referred to East and=20
Southeast Asia regions.  How was "Asia" first imaged in colonial=20
geography and then in the history of imperialist expansionism? =20
How has this constructed figure defined identities inside and=20
outside "Asia" and has then been articulated to political=20
projects with cultural consequences?  How is this wave of=20
discourse on Asia different from the earlier "East Asia Co-
Prosperity Sphere" project, for instance? =20

2. Capital Flow and Labor Migration

         From the first instance, "the rise of Asia" is essentially=20
capital driven.  We would like to identify the flow of capital=20
historically and geographically.  How is the inter and intra-
regional capital flow affecting local and national economy?  With=20
the flow of capital, we have also seen the unprecedented labor=20
migration within the continent, from the South to the North, from=20
rural areas to the urban centers, from economically disadvantaged=20
countries to the rising economic zones.  How are the conditions=20
of migrant labor?  What are the political and cultural effects on=20
national and international politics?  Are there possibilities of=20
labor union alliance across regions?

3. Local Responses to the "rise of Asia" question

        In different places, within and outside "Asia", various forms=20
of responses to the "rise of Asia" have emerged.  In certain=20
instances, the "yellow peril" fear has resurfaced, such as in=20
Europe and the US; in others, especially within the continent,=20
"Asianization" has become state policy to enforce changes on=20
various levels.  How does this relate to local history and affect=20
local politics and cultural identity as well as global politics? =20


4. Global City

        "City"(-state) has gradually emerged to compete with the=20
symbolic power of the nation-state.  What are the implications of=20
this formation?  When cities are globalized, what are the=20
elements being globalized?  Behind the "cleaning up" of=20
poverty/shelter zones, who are the victims of global cities?  Is=20
there any new possibility opened up by global link of cities(-
states)?

5. Sexualizing Asia

        Gender and sexual issues have not been adequately analyzed in=20
relation to "the rise of Asia" question.  Does it mean the=20
coincident rise of gender and sexual equality or deepening the=20
patriarchal structure?  With urgently debated issues such as AIDS,=20
has NGOs work and regional alliance been effectively challenging=20
the silencing tendency of the State?=20

6. Colonialism, Nationalism and Cultural Identities

        Almost everywhere across the continent, we have observed=20
another wave of the rise of nationalism.  Ethnic conflicts,=20
intra-regional nationalist contests for leadership, and even an=20
increasing tendency of reproduction of colonialism, etc.  We=20
would like to examine whether these phenomena are connected with=20
regional economic integration from "above"?  Will regionalization=20
consolidate or weaken nationalism?  Will the emerging "Asian"=20
interpellation (such as in Singapore) bear impacts on existing=20
cultural identities?

7. Social Movements

        If (new) social movements are one of the possibilities to=20
construct socio-politico-cultural subjectivities and to formulate=20
alternative forms of democratic lives, then, when "globalization",=20
imperialist or otherwise, social movement sectors, what are the=20
problems to be confronted?  Can social movement remain purely=20
"local"?  What have been the problems with border-cross movement=20
alliances?  Can movement avoid the question of nationalism,=20
nativism and civilizationalism?  What have been the experiences=20
of failure and success to be learned and handed down to the next=20
generation of activists?  How could critical scholars interact=20
with activists?  Is there possibility "to movementize scholarship,=20
to theorize movement"?  Will new form of knowledge production and=20
critical practices emerge through this interaction?

8. Alternative Cultures: alternative cinema, music, photography,=20
painting, video, public arts, advertising, inter-net, satellite=20
tv, intellectual magazines, travel, etc.

9. Others

short version of c.v.=20

Publication Plan: Conference papers will be selectively published=20
internationally.  The presenters should grant the conference=20
priority/right to publish work collectively. =20

Immediate Goals: 1) preparing publication for the first three=20
issues of A Journal of Inter-Asia Cultural Studies.  2) preparing=20
a Inter-Asia Postcolonial/Cultural Studies Reader for the book=20
series, "Inter-Asia Cultural Studies".=20

Languages: If funding is available, the conference will operate=20
at least in 4 languages: Chinese, English, Japanese and Korean,=20
unless the participants could provide mechanism for translating=20
into other languages.  However, for the convenience of=20
publication, we encourage written papers to be submitted in=20
English, but not necessarily.

In the summer of 97 an organization calling itself
the IEMMC was formed as a trade association for
all "direct marketers" who use unsolicited e-mail.
In other words, spammers. The organization
currently claims a substantial number of
marketers/spammers as members, and its long-term
goal is to include the vast majority. While we at
Project McLuhan do not approve of spam (as our
regular readers know) we must take note of the
fact that -- as gesture of good faith -- and
possibly to forestall government action! -- this
group has arranged for ALL its members to respect
a 'no-send' filter that it maintains. Unless you
'like' getting unsolicited crap in your email (today
we received 40 kilobytes of unsolicited material
from a group calling itself "Alternative
Products") then we URGE you to register for the
'no-send' filter. The process is a little complex, in
that you first fill out a request to be included
in the filter, then submit the request, then wait
to receive a numerical "key" sent to you by email,
then go back to the IEMMC site and 'Re-Submit' the
request with the key attached -- but overall IT'S
BETTER THAN NOTHING.

Beyond Hype

The current issue of Telepolis *discretely* opens a new
chapter. This is Telepolis version 2.0 with an altered
appearance. However, we do not want to call this a
're-launch'. Our intention was to build on almost two
years of experience in web publishing and reduce this
on-line medium to its core qualities, to stream-line our
data, create flexibility, make it easy to overlook and
navigate through - without neglecting the aesthetic
qualities. If we did succeed will be decided by you, the
readers. The reduction seemed to be a necessary step. No
more frames which split the screen into a small grid
where one square transports the content (which one
again?). No animated gifs blinking for attention. And we
do not intend to *push* any content through *channels*
how some web publishers like to put it. The generally
neglected qualities of HTML should be sufficient to=20
display the pages of your interest onto your screen. But
the visual shaping  up does in no way relate to
conceptual changes. You might have guessed: the new
appearance has been breeding behind the scene for some
time. And it took such a long time because with over 800
articles in the archive and a complex structure of links
between them it became increasingly complex. We will
continue to work on the depth of content. One step
towards that direction is the 'forum' which has always
been part of the concept and eventually could be
realised. It gives you the possibility to comment on,
criticise and discuss articles.

The internet had it's hype. It's about time to enter a
more stable phase - which is needed to establish
something which can call itself 'net culture'. We feel
committed to this idea - going beyond hype, beyond cheap
promises of digital paradise and paranoid threats of a
digital dark age.

The current "special issue" in telepolis is about "art".

	The exhibition Parallelen has for an aim the presentation of four
Macedonian artist in the IFA Gallery in Berlin. These artists have
been selected among forty most relevant artists and their recent
importance in the general Macedonian art scene. The exhibition intends
to present four parallels as  metaphoric lines of the most interesting
and relevant streams in Macedonia among the younger mid generation. It
shows the interest for the artistic expression either representing the
most actual concepts (sharing) dealing with postmodernist issues such
as the questioning of the position of the artist in the society, the
inclusion of the space as a part of and the reason of the artistic
thought, and the different ways of exploring how the artistic acting
can provide approaches towards the specific treatment of the [very
widely understood] materials. Therefore, in the works of Tome
Adzievski there is a tendency towards the renewal of the manual skill
of the artistic shaping, but not in a 'classical' or 'traditional'
way. He is confronting, let us say, the casted brass sculpture to the
photographs of the ocean shore; or the hand-sculpted wooden hand
contra the photo 'portraits' of a free running horse in the meadow; or
a wooden-velvet head fronting the photographs of parts of a pine-tree.
He asks for a return to the nature and tactility of the artistic
creation as one of the most specific characteristics of the acting of
the artist.=20

	Jovan Sumkovski is interested in the effects of the spatial and
ambient arrangements of the luminous reflections of the polyester
round plated castings. The cycle that he is working on in the last few
years, titled as Echoes, is an exploring of the multilayerness of the
structure of the plate [the inner content - inflexion] and the
reflected shadows in the surrounding space which arrive from the
discrete light sources [the outer content - reflection]. In this game
of inflexion and reflection a concept is found which is led by the
chosen given objects which he casts inside the plates: lucid petite
tales about the impressions of the light and the reflection of the
everyday life.

	The installations of Slavco Sokolovski contain a more direct=20
communication with the recipients of the work has. His series of
Charges ends with the installation of nine wooden boxes with
terra-cotta casts of negatives in clay of nine different kind of
pistols. However,  the narrative which appears on glimpse disappears
with the background of the intention of the artist to take these
narrative structures before all as a material for an artistic
creation. In this way the work of art retains the specificity of  art
in general - to remain in world of the hidden and indirect retelling
of the social phenomena.

	Jovan Balov in his concept of multiplying the same sign=20
[in this case the octagon] propounds, either to the curator or to the
recipient a free game of arranging of the canvases which he paints.
With the juxtaposing of the 'coloured' and 'negative' painted fields
an endless possibility appears for combinations which are
mathematically calculated and displayed: every 'coloured' painting has
its own opponent in the 'negative' one. So, their arranging is
possible in any free choice.

	Said in general, the Parallelen is the only structure which is
possible to be accepted in order to describe the Macedonian art scene
today. Shortly, in the mid-90s it is defined in the ranges of the
above noted specifics: it has become increasingly spatial through
syncretism in the production of sketches, projects and excursions into
accessible media through the imposing of in advance defined conceptual
and/or spatial locations, increasingly shifting the focus from the
aspects of modernist formalism towards the manifestations of the
postmodernist thematic and conceptual anything-goes in the artistic
production.=20
	Therefore it is becoming a 'scene' of artistic differences
which avoid the facile and simple systematization of art criticism. It
becomes a conglomerate of univalent directions for exploration and
therefore its designation can only be: parallels. The artists chosen
for this exhibition are representatives of only four of them.

Information society has once again been greatly affected by a new
impact: a genuine technological revolution that has pulverized the many
classical references and that is conditioning and modifying standards,
perceptions, discourse and structures.

Innovative digital technology and telecommunications are generating new
in the art world. In this context, CIBER {AT} RT (III International
Exhibition on New Technologies: Art & Communication) has as its goal
that of being an open forum for debate, exhibitions and the exchange of
ideas, in addition to being a place where Technology and the Humanities
join together with Science and Art. Its objective includes that of
fomenting research, exhibitions, promotion and renovation within the
various artistic disciplines that explore a new conceptual aesthetics of
audiovisuals, the media art and multimedia culture. Ciber {AT} RT brings
together such diverse areas of expression as electro-acustic music,
video, photography, web art, installations, conferences, performances,
CD ROM's , and many other kinds of artistic expressions derived from the
digital culture.

technologies or can be considered within the context of the overall
theme of the exhibition.

Spanish or English should be included.
- At the end of the Exhibition, all works submitted will be returned at
the expense of The Valencian Youth Institute (Instituto Valenciano de la

- The organization reserves the right to use fragments of submitted
works for diffusion in the mass media, with the understanding that it
always be within the context of the Exhibition itself.

All works in a new show of digital art at Postmasters Gallery have one
common denominator: the archetypical one piece Macintosh personal computer.=

The projects on display also address one of the paradoxes of new media.

According to curator Tamas Banovich, "In the rush to try to be on top of the
minute-by-minute advances of the digital medium, there is seldom time for
reflection. With the pace of technological change, the creative process
becomes one of reacting to all the latest developments in programming. All
too often, the exhilarating sense of freedom to communicate, coupled with=
 the
latest and showiest techniques, plug-ins and engines, seem to determine the
concept and aesthetic of content."
Each of the participants in "MacClassics" - Nam Szeto and Steven

 was presented with one of the early, one-piece Macintosh computers (512K to
Macintosh Classic) and asked to create a work using this machine.
The resulting works reveal wildly different approaches. Some
pieces rigorously analyze the basic elements of the medium, its parameters,
or the graphical interface; others integrate the machine as object. Yet
another approach is to stretch the limits of the machine, subvert its=
 system,
and "hack" it to do something unexpected. =20
