Reflecting a state of being tied to the medium of internet, the quality of here and now, the proposition of Gwek Bure-Soh, an artist of Singaporean origin, explores the immediacy of images captured in real time by quick cams, as well as the direct accessibility of radio and television emissions from around the world through the web. This exhibition on the web also offers documentation of Cai Guo-Qiangs Projects for Extraterrestrials. "Lunar embassy is the only one USA government approved to sell moon territory. 2 US president has already got some of them ! These concessions being on the periphery of the crater of "Gassendi ", will be the places of a permanent installation: 3 webcams pointed towards the center of the crater will transmit in real time the images via the Web. These territories are reserves intended to remain virgin. Perspective creates a clear proportion between the external world (visual world) and the spectator/painter. WASHINGTON, DC, U.S.A., New York-based domain name registrar Name.Space, Inc. earlier this week filed an appeal of a court ruling that Network Solutions, Inc. (NSI) is immune from antitrust prosecution because of its status as a government contractor. Southern District Court Judge Robert Patterson ruled earlier this year that Herndon, Va.-based NSI - which for many years enjoyed a government- sanctioned monopoly of the domain-name registration business - couldn't be sued for antitrust because of its position as a "Federal Instrumentality." The ruling came in response to a case filed by Name.Space in March 1997 that sought to break the NSI monopoly of top-level Internet domain name registration. "NSI was only acting pursuant to a contract," Name.Space owner and President Paul Garrin told Newsbytes. If NSI is immune, "any government contractor is immune and can act anti-competitively," Garrin contends. Name.Space registers Websites under such generic domain names as .space, .web, .art, and .sex and seeks to have those and several hundred other top-level domains added to the simple text configuration file, ROOT.ZONE, which is currently controlled by NSI. As it stands, Internet users are forced to reconfigure their computers if they want to view Websites registered under domain names not recognized by NSI. Name.Space has posted instructions on how to make those changes on its Website, located at http://namespace.org . Name.Space's original suit also claimed that First Amendment rights to free speech should apply to Internet domains. If a judge were to rule in their favor on that point, the government would be constitutionally prohibited from restricting, or allowing an agent of the government to restrict, the introduction of new domains, Garrin said. Patterson's ruling likened Internet domains to phone numbers, and dismissed the notion that First Amendment protections would apply to the registration of Internet domains. "Like the ocean, (Internet domains are) a global resource," Garrin said. Companies like NSI are "trying to brand domains." NSI's essential monopoly over Internet domain registration came to an end earlier this month when the firm's first official competitor, Register.com, went live. Register.com is one of a handful of companies sanctioned by the Internet Corporation for Assigned Names and Numbers (ICANN) to act as "test-bed registrants" of Internet domains. The government has charged ICANN, a not-for-profit organization, with the task of introducing competition into the domain-name registration business. NSI has 30 days to respond to the Name.Space appeal. NSI did not return phone calls in time for this story.
