LAST CALL for the
SECOND CONFERENCE OF
PEOPLES' GLOBAL ACTION
AGAINST 'FREE' TRADE AND THE WTO (PGA)
As mentioned in previous announcements, the second PGA conference will
take place in Bangalore (India) from the 23rd to the 26th of August 1999.
It will be preceded by roundtable discussions (from the 20th to the 22nd)
and accompanied by two rounds of study trips to areas of struggle in
Southern India (15th-19th and 27th-31st August).
The main objective of the second conference of PGA will be to start an
open debate between social movements and activists about:
* what functions a tool for international communication and coordination
like PGA should fulfil
* how the network should operate
In its fifteen months of existance, PGA has been functioning mainly by the
initiative of relatively few movements and activists, although it enjoys
the support of many more. Now it is time to
* look back at the achievements and failures of this period,
* analyse how things have been done (and not done) in the first phase of
this process,
* rethink what kind of international communication and coordination is
wished/needed by those who identify themselves with the network, and
* discuss how to improve the PGA process to get it closer to what we want
it to be.
Of course, this debate will take place on the basis of the four hallmarks
of the PGA:
* rejection of global capitalism and its regulating mechanisms, such as
the
WTO;
* a confrontational attitude towards them - neither lobby nor reformism;
* a call to non-violent direct action, civil disobedience and the
construction of local alternatives by local communities;
* an organisational philosophy based on decentralisation and autonomy.
Another important aim of the conference is to prepare the global
resistance to the Third Ministerial Conference of the World Trade
Organisation (WTO), which will take place in Seattle (USA) from the 29th
of November to the 3rd of December 99. This conference is expected to mark
the starting point of a new round of negotiations (the so-called
Millennium Round) aimed at expanding the powers of the WTO regime,
strengthening the private property over life forms, accelerating the
destruction of the peasantry due to the liberalisation of agricultural
trade, and inserting a MAI-like agreement into the WTO regime. Diverse
groups and organisations in the USA are now preparing a caravan of
representatives of movements from different continents just before the WTO
conference, to raise awareness about these issues (contact
PGA_Seattle99-owner@listbot.com for more details).
Finally, the conference will revise the PGA manifesto and elect a new
convenors' committee.
The roundtable discussions before the conference will serve different
purposes: meeting movements and activists working in the same issues,
elaborating proposals for changes in the manifesto, discussing the latest
developments in the 'anti-globalisation networks' etc. The study trips
before and after the conference will offer an opportunity to get to know
the struggles of the Adivasi (indigenous peoples of India), to meet
farmers' movements opposing the caste system, biotechnology, 'free' trade
and environmental destruction, to visit the fight against big dams and
multinational corporations, to support Adivasi women squatting a US bank,
etc.
There is the possibility to travel to the PGA conference for a reduced
price if you make up your mind quickly. Some examples of the best rates
that we have found until now are (for a return trip to Bombay, flying in
August and with an open date of return):
* from Frankfurt, Rome, Paris or London for DM 750 to 825 (US$ 400 to
445);
from most other European capitals for around DM 920 to 1000 (US$ 500 to
540);
* from NY, Boston, Philadelphia, Washington etc for about US$ 990; from
Toronto, Ottawa, LA, San Francisco etc for about US$ 1090.
(the rates for other continents are unfortunately higher - excepting Asia
and the Pacific, where the rates are quite variable).
If you arrive just before the first session of study trips we will also
arrange for you the transport from Bombay to Bangalore as well as visits
to farmers' organisations on the way.

The Annual Cin(E) Poetry Fest happens once again at SOMARTS theater
in San Francisco on October 2nd. This multimedia event showcases work
that combine poetry with video, film and digital movies.
Last years event drew more than 75 entries from around the world
with cash prizes paid to artists totaling $1000. Award winners are
selected by audience balloting and winners receive not only cash
prizes, but an award certificate as well as an invitation to the
Annual Cin(E)-Poetry Tour.
Our critically acclaimed festival is known internationally for
showcasing the best works which combine the verbal energy of poetry
with the visual richness and diversity of experimental film.
If you've got a short (under 15 minutes) poetry film or video, literary
documentary, or a literary multimedia piece such as a Quicktime movie,
then we'd like to review your work for possible inclusion in our
festival and catalog. Send $15 with your application and tape to
Literary Television, a project of the National Poetry Association.
WHAT IS A CIN(E)-POEM?
A poetry film, videopoem (or Cin(e)-poem) strives for a symbiotic
relationship of images, words, and sound/music. It can integrate all
the arts--drama, dance, music, graphics and documentary elements.
Some of the best poetry films and videopoems use stills, animation,
documentary clips as well as abstract computer-generated graphics,
and narrative.

LTV stands for Literary Television. It also stands for the innovative and

Idea and Concept of SEAFair '99
e-FUSION: VR/3D WEB ART
Part 1. e- FUSION, an exhibition, will focus on the complexities,
achievements and limitations of the electronic arts, with projects that
emphasize virtual reality, VRML (virtual reality modeling language), and
web 3D technology. e-FUSION deals with the themes of individual identity,
culture and technology. e-FUSION will demonstrate the digital language of
international artists, who express themselves with dynamic interactive
simulations of physical systems. The exhibition is envisioned as a focal
point for the meeting of artists, visionaries, and technical experts, all
exploring the technologies of communication in dialogue and exchange.
Selected projects from the international ART competition for the VRML 99
Conference In Paderborn, Germany, are invited to SEAFair as a resource of
international achievement in the area of web 3D technology. New works -
texts - or lecture demos by VRML-ART artists will be selected. The
e-FUSION exhibition will feature up to 30 new works / installations that
utilize VR or VRML- web 3D technology, and it will be on view from
01.10.1998 - 15.10.1999. The exhibition will feature projects utilizing
information technology and different applications of VR, VRML, web 3D, and
multimedia web based works. All international and regional artists working
with these technologies are invited to an open competition. The exhibition
FUSION is dedicated to a dialogue between local and international artists,
critics and a general audience. It is the continuation of three years of
emphasis in the growing field of 3D Web Technology, which has manifested
in several independent projects and proposals for this production. The
event should urge the creation of new projects in Macedonia, the Balkans,
and Eastern Europe opening up the creation of installations in virtual
reality by local artists.
Selection: The Curators are responsible for selection of the projects.
Part 2. e-FUSION: Real/Virtual the environments we choose. A melt down
dialogue exchange and international lecture and presentation series of
projects by the selected artists, and invited theoreticians.
Part 3. e-FUSION: Hands-on VR/Web3D Workshop
15.09 1999 - 03.10.1999
Twenty local and international artists, and interested audiences, will be
selected to participate in this development of complex media projects. The
workshop has already a 3 years old history and has been initiated in
collaboration with VAN GOGH TV. The workshop will serve as a theoretical
and practical introduction in the creation of virtual worlds and virtual
communities.
The workshop will be divided in 2 parts.
1. - Introduction in 3D programs
2. - Practical demonstration and development of concepts for work in VR
models (Web3D).
Part 4. FUSION: VR Community. During the SEAFair conference, and
workshop, an online dialogue will be conducted in various 3D communication
spaces. In these areas, selected artists will conduct guided tours and
elucidate the virtual territory.
