Hierbij het persbericht + de aankondiging van de eerste versie van de web
site voor net.congestion, het internationale festival rond streaming media
dat 6-8 oktober in Amsterdam wordt georgansieeerd. De web site zal continu
worden aangepast en we hopen in de 2e helft van augustus het
concept-programma daar te publiceren.

net.congestion is het eerste internationale festival in Nederland dat de
artistieke en tactische (maatschappelijk/politieke) dimensie onderzoekt van
de nieuwe uitzendvormen die zich rond het internet ontwikkelen; de
zogenaamde 'streaming media'. De 'streaming media' staan in het centrum van
de fusie tussen de traditionele broadcast media (radio en televisie) en het
internet. Het festival zoekt naar het moment waar artistiek uitdagend werk
en maatschappelijk en politiek belangwekkende inhoud elkaar ontmoeten.

net.congestion is het resultaat van de gezamenlijke inspanningen van een
brede coalitie van Nederlandse en internationale culturele organisaties,
kunstenaars en mediatactici. De belangrijkste locaties voor het festival
zijn De Balie, Paradiso, Melkweg, Nederlands Instituut voor Mediakunst -
Montevideo/TBA en de Maatschappij voor Oude en Nieuwe Media (De Waag).

Het festival brengt de meest opvallende en innovatieve artistieke en
tactische streaming media projecten rondom de wereldbol bijeen. Het
programma omvat concerten, performances, club events, publieke presentaties
en debatten, de 'Media Bank', een doe-het-zelf media ruimte, walk-in
studio's die het publiek de gelegenheid bieden de kunstenaars en technici
aan het werk te zien en direct bij de live programma's te zijn terwijl ze
worden gemaakt, workshops en seminars. Een groot deel van het festival
vindt daadwerkelijk in de media plaats: live verbonden met diverse locaties
wereldwijd via het internet, radio, televisie en satelliet, of elk ander
elektronisch medium dat het festival zich eigen kan maken.

Terwijl de commerciële partijen de main-stream ontwikkeling van deze nieuwe
media domineren, wil het festival juist een publiek platform creëren voor
de vele vernieuwende artistieke en tactische initiatieven die rond de
streaming media zijn ontstaan. De toegenomen mogelijkheden voor audio,
video en live programmering via het internet bieden grote mogelijkheden
voor artistieke experimenten en media-activisme, die bij een breder publiek
echter nog nauwelijks bekend zijn. Organisaties en groeperingen als
FreeSpeech TV (USA), Free B92 (Joegoslavië), Kunstradio (Oostenrijk),
xchange (Internationaal)  en Interface Pirate Radio (UK) zijn enkele van de
belangrijke pioniers voor het culturele en maatschappelijke domein die aan
het festival deelnemen.

Daarnaast is het festival ook een ontmoetingsplek voor kunstenaars,
ontwerpers, filmmakers, musici, activisten, media tactici en professionals,
die elkaar normaal gesproken niet of nauwelijks ontmoeten en waar nieuwe
vormen van samenwerking kunnen worden gestimuleerd en ontwikkeld.

Deze web site zal in de periode tot aan het festival voortdurend worden
uitgebreid en geactualiseerd. Wij hopen het concept programma in de  tweede
helft van augustus bekend te kunnen maken. Dit concept programma  zal dan

net.congestion, the first international festival of streaming media in The
Netherlands, is the result of the collective effort of a broad coalition of
Dutch and international cultural & media organisations, artists and media
tacticians. The festival is devoted to new forms of broadcasting and live
programming that have emerged around the Internet (the so-called "streaming
media"). The festival presents and explores the use of streaming media as
an artistic and tactical (social / political) medium, i.e. the points where
artistically challenging work and socially relevant content meet.

The main venues will be Paradiso, De Balie and Melkweg, creating a unique
festival infrastructure around the Leidse Plein in the heart of Amsterdam.
Montevideo/TBA - Netherlands Media Art Institute, and the Society for Old
and New Media (De Waag) will act as important workshop locations.

The festival will be a showcase of the most exciting and innovative
artistic and tactical streaming media projects from around the globe. The
program includes performances, concerts, club events, public presentations
and debates, the 'Media Bank' (a public do-it-yourself media space),
walk-in studio's that give the audience a chance to see the artists and
technicians at work and interact with the live programs as they are being
made, workshops and seminars. A large part of the festival will actually
happen within the media; on the Internet, in local and national radio
broadcasts, via cable television, satellite, and any other (trans-)
national medium that the festival manages to seize upon.

While commercial parties dominate the main-stream development of the field,
the festival will instead create a public platform for the multitude of
innovative artistic and tactical initiatives that have emerged around the
streaming media. The enhanced possibilities of audio, video and live
programming via the internet open up countless new avenues for artistic
experimentation, new forms of documentary media production, and media
activism. These initiatives have, however, remained largely unnoticed by a
wider audience. Organisations and initiatives such as FreeSpeech TV (USA),
Free B92 (Yugoslavia), Kunstradio (Austria), xchange (int.), and Interface
Pirate Radio (UK) are among the important pioneers for the cultural and
social domain present at the festival.

The festival will be a meeting point for various artistic and tactical
communities who do not regularly meet each other. It aims to give new
incentives to these communities, create new lasting structures for
co-operation, and encourage the development of fresh ideas and improved
technology in this field.

The web site will be extended and updated continuously  during the period
running up to the festival. We expect to publish the concept program in the
second half of August, which will then also be made available through this
