In this paper I will describe and analyze the recent experiments in
community networking (aims, organizational setting, results,
sustainability) in the Netherlands, in a historical context. The paper
is based on previous empirical research (references), and the argument
will be presented in the following steps:
1. What is the meaning of ‘community’ and of ‘civil society’ in the
Netherlands? How does this relate to the history of the Netherlands?
What are the resulting institutional and organizational structures of
civic society?
2. Secondly, the paper will outline community networking as a discourse
in the Netherlands, in which three perspectives are struggling for
dominance: ICT’s for social development, ICT’s for social capital, and
the ICT’s for e-government.
3. Then we give a brief overview of community networking as practice, in
which three phases will be distinguished.
4. What are the most salient results and failures of community
networking in the Netherlands, mainly in terms of sustainability, and
how does this relate to the specific contexts?
5. The final section will explain the findings, and will draw the
conclusions for community networking policies and research.
