Palermo International Videoart, Film and Media Festival

International Videoart Competition Rules


1) The second edition of L'IMMAGINE LEGGERA - Palermo International
Videoart, Film and Media Festival will be held in Palermo, September 26
through October 4,  1997. It will include an International Videoart
Competition which is open to works coming from every country, in any video
or computer animation technique.

2) The works submitted must be the testimony of an original audiovisual
language and display a personal approach with regard both to form and
subject matter.

3) The selection for the competition is open to videos which have been made
later than December 31, 1995, with no length limits. Taking part to the
competition is free of charge.

4) The videos may be presented in any languages. To be admitted to the
selection, videos containing texts spoken or written in languages different
>from Italian, must be accompanied by a written transcription in the
original language and by the relevant translation into Italian and/or
English (only by way of exception will be accepted
transcriptions/translations provided only in German or French). If selected
for the competition, each video (even those spoken in Italian or English)
must be endowed with an English transcription/translation, in order to make
the international Jury's task easier.

5) For preview and selection, only VHS tapes (Pal, Secam and Ntsc) will be
accepted.

6) The applicants to the Festival's Competition must submit their video
work for the selection (only VHS tapes for preview) before August 1, 1997
at the very latest. The postmark is considered to be the valid date of
mailing. In any case works reaching us after August 15, 1997 will be
authomatically refused. In order to better keep under control the shipping
times, we advise you to send an e-mail (00253aaa@mbox.infcom.it,
immagineleggera@usa.net) or a fax (+39-91-6111682) to the Festival
Direction right after the forwarding, to announce you've shipped the
videotapes.

7) Candidates wishing to participate in the International Videoart
Competition of "L'immagine leggera - Palermo International Videoart, Film
and Media Festival" should return the completed entry form, as well as the
relevant videotapes to the following address:

With reference to customs formalities, international submissions must be
marked «FOR CULTURAL USE ONLY - NO COMMERCIAL VALUE». We will reject
shippings which are declared in a way that they cannot be cleared at
customs without fees.

8) Videotapes must be sent at the same time as the completed entry form,
together with the following materials:
two stills from the video work
one portrait of the director(s)
a biography and videofilmography of the director
a short synopsis of the video work
a short statement of the author concerning the submitted work
the transcription of the texts (see art. No. 4)
All the above-stated  texts have to be written out in Italian and/or English.
If you want to submit more than one artwork, please copy the entry form and
fill out a form for each work separately.
The deadline for the submission of preview tapes and entry forms is August
15, 1997.

9) Preview videotapes (together with all enclosed material) will not be
returned and will be kept in the Festival archive, to be made available for
consultation by students and researchers. Any further usage of these copies
will be agreed upon in written form with the author(s) and the legal
holder(s).

10) The selection of the submitted works will take place in Palermo under
the responsibility of the Festival Direction, whose decisions are
unquestionable.

11) The nominations will be communicated not later than September 5, 1997.
Screening copies of the nominated works should arrive in Palermo not later
than September 20, 1997.

12) During the Festival, videos will be screened only on U-matic Low Band
(Pal, Secam, NTSC), U-matic High Band (only Pal) or Betacam SP (only Pal).
Any other standard and format is not acceped.
VHS (Pal, Secam and NTSC) and Super-VHS (only Pal) can be accepted as
screening standard only for videos originally conceived and produced in
these standards.

13) The Festival is authorised to use excerpts of the videos selected for
the competition, with a maximum of 3 minutes for promotional purposes.

14) Tapes received are not covered by insurance. In the eventuality of any
damage to the tape caused by â??L'immagine leggeraâ??, only material costs will
be reimbursed. All videotapes will be sent at the sole risk of the
candidates, who hereby discharge the organization from any liability
whatsoever, including loss of or damage to the tapes when they are returned
to the artists concerned.

15) The shipping costs to Palermo of the screening copies of the selected
videos are at the expense of the candidates.

16) After the competition, the screening copies will be sent back to the
candidates within 15 days. The cost of the return shipment of the screening
copies will be paid by the Festival.

17) The authors of the works selected for the competition will be invited
to the festival. The invitation includes board and lodging for 2 days in
Palermo at the Festivalâ??s expense, and free admission to all festival
screenings. Journey costs are not included.

18) All videos received by the festival, even if not selected for the
competition, wuill be mqade available for screening â??aâ?? la carteâ?? (on
request) by the public during the festival.

19) No video works will be copied or made available in any other form
outside the space in which the festival is to take place, without prior
consent of the author. Works will not be cut or edited in any way.

20) Among the selected videos, an International Jury, by unquestionable
judgement, will determine the winners. Three cash prizes will be awarded,
together with some possible honourable mentions with no financial
endowment. Any further prizes will be eventually announced withy the
approach of the Festival. Each of the above-mentioned prizes includes the
acquisition of the video work which will be included in the Festivalâ??s
video collection, with broadcasting rights limited to this archive.

21) Entry implies full, unqualified acceptance of the Competition Rules by
the candidate. No reservation is admitted.
