La cyberculture russe ou cyrillique?
Un entretien de Florian Schneider et James Allan avec Olia Lialina

De nos jours, on entend beaucoup parler des frontières réelles et virtuelles
de l'Internet. Cette cartographie du cyberespace se limite toutefois à ce
qu'on en connaît ou à ce qui devrait être connu. L'entrevue tourne autour du
fait que les cybercommunautés anglophones et germanophones [et francophones]
perçoivent l'Internet cyrillique [l'interréseau des langues slaves] comme
une zone impénétrable, une terra incognita.  Les questions posées à la
cyberartiste Olia Lialina (actuellement professeure de réseau et
d'environnements en ligne à l'Académie Merz à Stuttgart, Allemagne)
s'orientent dans ce sens, et ce, afin de connaître ce qu'il en est du réseau
ru-net [l'interréseau russe]. Outre les réponses d'Olia Lialina, s'ajoutent
quelques commentaires d'acteurs importants de l'interréseau russe.
La revue électronique allemande Telepolis nous a aimablement autorisé à

La Biennale du Whitney 2000 : la rencontre de deux réseaux

sélection une série d'œuvres en ligne. En plus de commenter les oeuvres Web
présentées, nous soulignons les enjeux que soulève la rencontre de deux
pratiques fort différentes, celle de l'art sur le Web et celle propre aux
réseaux des musées. Dans cette optique, on retiendra surtout l'intervention
du collectif d'activistes ®TMark qui a, pour l'occasion, détourné l'adresse

NEW MEDIA SCOTLAND ANNOUNCES ARTISTS' COMMISSIONS

New Media Scotland is an agency facilitating arts activity shaped by new
technologies. We operate nationally to expand the audiences for new media
art.

In line with our committment to supporting artists' work within Scotland
and internationally, we are establishing new opportunities, supported by
the Scottish Arts Council:

Digital Art Commissions x 1O

Ten artists will produce interactive digital artworks at locations around
Scotland. The artists will create works using computer technologies and
presented via the delivery technologies of the internet, CD-ROM, or DVD.

Moving Image Commissions x 3

Three artists based in Scotland will produce short single screen works,
produced using video and digital technologies. Post-production will be
based at three locations across Scotland. The finished works will be made
available both as film print and video tape.

The end of the 20th Century saw war crimes trials for the former
Yugoslavia and Rwanda, the beginnings of an International Criminal
Court, the arrest of Senator Pinochet and Nato's attack on
Yugoslavia over Kosovo. Sovereignty, the ability of a state to have
political control over its own affairs, is no longer a guiding principle
of international relations. Are there some crimes that are so horrific
that international action is warranted or does sovereignty provide
the best protection against human rights abuses? Robertson and
Amnesty International see sovereignty as a barrier to the effective
enforcement of human rights; Laughland and Holbrook see
sovereignty as necessary for the promotion of human rights.

democracy? Does the Act represent a trend whereby political

The Hearing Trumpet is a programme of eclectic audio and radio art
heard Sundays 13-14h EST (GMT-5) on community radio station CKUT
90.3 FM in Montreal, Canada and now streaming live to the whole
wide world at http://www.ckut.ca.

After a hiatus of 6 months, the Hearing Trumpet returns to the air
in its new and improved on-line format, dedicated entirely to
independent audio and radio art, networked sound, and on-line
audio culture. Hosted by Katbird and Monkeyhead, the show  begins
broadcasting May 7, 2000, and will be airing ear-catching sound
works from around the world, in addition to features and
dispatches from the digital frontier.

HEAR-YE! HEAR-YE!

Audio aesthetes, radio pirates, tintinabulators, clandestine
re-mixers, as well as all and sonic sundry:

You are invited to submit your sound scratchings, e(a)rotica,
experimental radio documentaries, sound travels, obscure sound
archives, ear candy, audio alchemy, mp3 remixes, and other aural
adventures to the Hearing Trumpet.  

Sound will be accepted on CD, mini-disc, DAT, cassette, or zip --
.aiff, .wav, or mp3 format. 

Sound works should preferably not be available commercially, and

LITTLE SISTER is a daily soap opera in the internet combining the potential
suspense of the live webcam image with the closed circuit television and
its proliferating global surveillance and control.
It is an open ended narrative based on discovering a random routine of
public locations and live performance. Authentic and fictional means of
expression are mixed together. It creates a social map and user stage to
play in an ironical way with the viewers' expectations and to discuss
voyeuristic network technology as an ongoing media phenomena.
