More Federal Police to Chiapas

        Arrive in Civilian Clothes on PFP Airplane
        Primarily Gathered in Los Altos Area

Up until today - despite the fact the Secretary of Government, Diodoro
Carrasco, has been insisting that the Federal Preventive Police (PFP) are
operating openly in Chiapas "in order to guarantee the rule of law" - there
has only been isolated evidence confirming this.

Despite certain newspaper reports speaking of the massive intervention by
the PFO in the chiapaneco Los Altos and in the Montes Azules Biosphere
Reserve, through security operations, it has only been the evidence given
by Porfirio Enciso, director of ARIC-Independent, that has sounded the
warning that occasional small groups of Federal Preventive Police agents
have landed by helicopter in the Montes Azules.

Specialists in Intelligence Activities

In addition, EL UNIVERSAL published last Sunday that during the previous
week 50 PFP agents had arrived in Tuxtla Gutiérrez, the capital.  These
agents are specialists in intelligence and information activities, some of
whom, according to an official source, will now be operating in Los Altos.

Yesterday, at approximately 10:30 AM, eight men dressed as locals, got off
a mini-jet with license number XC-PPF, and with the acronym "PFP" on the
tail at the San Cristóbal de Las Casas airport.  Without being bothered by
the soldiers on guard duty, they crossed the reception area and went out
into the street.

A black Blazer van with a tinted windshield was waiting on the runway for a
smaller group, who boarded it immediately. 

It is not known what specific duties are being carried out in Los Altos by
the PFP agents in civilian clothing.
