About the "Multitudes-Infos" Discussion List
Hello everyone (and particularly new Subscribers to the List)
1. The Multitudes-Info list is a non-moderated information and discussion
list of the journal Multitudes. It is free and open to all. This is not a
thematic list in the strict sense. Anyone is free to add texts that they
consider relevant to the questions being raised in the journal. People can
also react to texts which have been posted on the list, although we would
ask you to avoid personal attacks.
2. The people involved with the journal "Multitudes" and signed up to this
list currently number 302. Mainly but not exclusively in France. There are
also Italian and Spanish subscribers, and also correspondents in other parts
of the world, arising out of the journal's international support network in
the US, Japan, Brazil, Belgium, Sweden, Germany, etc. [Ed. Note: And even
one in GB!] That is why the preferred languages of the Discussion List are
French and English.
3. On the Multitudes-Infos list you will find debates internal to the
journal, theoretical articles, and general information materials, as well as
(mainly French) militant information and debates between participants. Since
September and the events of Genoa-G8, 11 September, the war in Afghanistan
etc, this list has opened itself to important debates about globalisation,
Empire, liberalism, war, the Internet, the politics of multitudes etc. It
has also been a channel for the worldwide debate about the book Empire, by
Toni Negri and Michael Hardt.
4 Any postings that are racist, sexist, xenophobic or homophobe, as well as
postings that are designed to upset the good working of the List are
unwelcome, and the persons responsible will be unsubscribed by the List
organisers. People adopting "troll-like" behaviours designed to wreck the
list will be sent a warning message, and will be unsubscribed if they
continue with their behaviour.
5. In order to avoid transmission of viruses, the List does not accept
attached files, or e-mails sent in HTML format. If one of your messages is
sent back to you by the Sympa server, it is probably because you have not
observed that rule.
6. Therefore you should send your messages in "Simple Text" format, and
configure your e-mail software accordingly. If you don't know how to do
that, feel free to ask us for help.
7. If you want to reply publicly to a message posted on the List, click on
"Répondre". Normally your reply will be sent directly to the list. However,
since computing is an inexact science, it may happen that even though you
have observed the correct procedures, your reply will end up going to the
initial sender. Before sending your reply, always check the address to see
who it is being sent to.
8. If you only want to reply to the individual who sent the message to the
list (and not to the world at large), click on the "Répondre ŕ tous" button
and delete "Multitudes-Infos" from the list of potential recipients of your
message. And always check what you're doing when you send e-mails arising
out of correspondence on the List. Sending what you thought was a private
message accidentally to everyone on the List can turn out to be
embarrassing...

It's called Art & Technology and is intended for people with technical/scientific and/or artistic background, any genre, any nationality. APC is seeking a Global Coordinator for our Civil Society Internet Rights
work,
full-time for an initial 6-month contract
Since 1990, the Association for Progressive Communications (APC) -
http://www.apc.org - has been working with civil society organisations and
social movements around the world to harness information and communication
technologies (ICTs) for social justice and development.
APC is implementing a global-level Internet policy awareness-raising
programme
that focuses on creating resources and opportunities for discussion and
learning about the impact of Internet policy decisions on civil society,
through civil
society engagement and capacity-building, as well as by intervening in key
policy decision-making fora.
Citizens and organisations that want to ensure that the Internet remains a
tool
and a venue for promoting social and environmental justice, development and
democracy, are struggling to navigate the terrain of global, regional, and
national Internet governance, policy and regulation. They know that the
Internet presents governance challenges, and they also know that they do not
want their
rights infringed. But they frequently do not know which issues are on the
agenda, who is debating and deciding them, how their lives and work could be
affected, and how to get involved. APC wants to change this situation.
OBJECTIVE OF THIS POSITION:
To strategically develop and coordinate APC's overall Internet Rights (IR)
work, including: - facilitating the development of APC's position on key
issues -
building and managing strategic partnerships - optimizing learning and
resource
allocation - coordinating APC's regional IR work - coordinating and
integrating
APC IR media, events, promotions and outreach.

MAIN AREAS OF WORK:
. Ensure effective overall management and coordination of APC Internet
Rights
work at the global level, and overall management of all APC regional ICT
policy
projects and project staff.
. Optimise learning and resource allocation between APC's IR initiatives,
including regional IR projects, and the IR and gender policy work of the
APC-WNSP.
. Strengthen APC's profile in the IR field at the global level by
publicizing
our work and by building strategic alliances with other actors in the field.
. Build understanding, awareness and engagement within the APC member
community
on IR and Internet policy issues and develop and implement APC's strategic
direction in the IR field.
. Work with the Programmes and Projects Manager to plan and fundraise for
the
long-term sustainability of APC's IR work, regionally and globally.
REMUNERATION:
The remuneration for this 6-month full-time contract (expected to run from
April to September 2002) will be negotiated depending on skills,
qualifications and
experience. Contract renewal is dependent on job performance review and on
securing long-term funds for the position.
ORGANISATIONAL RELATIONSHIPS:
The incumbent will report to the APC Executive Director, and will also work
regularly with: . the APC Programmes and Projects Manager on the management
of
APC's regional IR projects . APC's ICT Policy Monitor teams in other regions
(Europe, Latin America, Asia) . the APC-WNSP gender and Internet Rights
working
group . the APC project team . the APC member community
Most of the work will take place in 'online discussion' spaces, email groups
and mailing lists. Although there may be some travel, APC work takes place
primarily online.

What is Woomera?
Woomera is located 500 kms from the nearest city of Adelaide, in South
Australia. It is best known as the location of Australia's largest onshore
internment camp, and the scene of the most determined resistance to
Australian Government policies of automatically and extrajudicially
interning people who arrive in Australia by boat and without papers.
Thousands of people are detained in prison camps around Australia for months
and sometimes years - and since the establishment of a military blockade of
Fortress Australia some months ago, on Pacific Islands and in Indonesia, in
camps funded by the Australian Government. This policy has been met with
ongoing and protests by those who have been interned, generating a growing
movement of opposition outside the camps.
The town of Woomera was built by UK and Australian military forces on land
seized from indigenous peoples, who have since waged a struggle against
nuclear weapons testing, uranium mining, and (more recently) the proposed
toxic waste dump. Woomera is situated in a vast military prohibited zone,
under the control of the Department of Defence. Close by to Woomera are
also three uranium mines, and the US-CIA/Australian Spy Base, Pine Gap,
pivotal to the proposed US's 'Missile Defence Shield'.

Solidarity
We have been heartened by the many messages of support from around the
world, and from those unable to make the trip. Many have asked how they can
help. Below you will find a few suggestions.
We would also like to note that while no other Government practices
mandatory and extrajudicial internment of sans papier, and while the
struggles of the invisible here are amongst the most determined, we hope
that not only will people support woomera2002, but they also take the
opportunity to draw the connections with their own struggles, the struggles
of sans papier, and against the terror of the enclosures and dispossessions.
March 30th
Of course you can show your solidarity at any time; but we envisage that as
the protests in Woomera gather by the 29th, the authorities might well
respond severely to protesters, including those inside the internment camp -
as they have done time and again when those behind the razor-wire have
called for freedom - including with tear-gas, water-cannon and beatings.
Above all, we would ask you to respond to this. Here are some suggestions
of things you can do:
- - Send faxes to the Australian Government and Opposition - the policy of
mandatory and extrajudicial internment is a bi-partisan one. See below for
fax and emails.
- - Make a noise in front of the Australian embassy or consulate near you.
- - Organise protest at one of the other detention centres in Australia:
Maribyrnong, Villawood, Port Hedland, Curtin and Perth. Or create some
direct action at a detainment centre, department office or estate near you.
- - Protests for the rights and freedom of sans papier everywhere. The
Australian Government has established offshore internment camps in the
Asia-Pacific, and there are also a number of detention centres in Europe and
the USA.

Im Herbst 2002 bis Frühjahr 2003 findet der achte European Media Artists in
Residence Exchange statt.
Bis zum 31. Mai. 2002 können sich MedienkünstlerInnen (Digitale Medien /
Internet / Video / Film, etc.) aus Europa (EU-Pass oder Wohnsitz) für ein
zweimonatiges Stipendium entweder in Kingston Upon Hull bei der britischen
Medienkunstorganisation Hull Time Based Arts, am Duncan of Jordanstone College
in Dundee, Schottland, bei der Werkleitz Gesellschaft - Zentrum für
künstlerische Bildmedien Sachsen-Anhalt oder bei der holländischen
Medienkunstorganisation V2 in Rotterdam bewerben. Studierende sind nicht
zugelassen.

The eighth European Media Artists in Residence Exchange will take place in
Autumn 2002 to Spring 2003.
Europe based Media Artists in the fields of digital media including internet and
computer based art, filmmakers, sound and video artists are invited to apply for
a two month residence based stipend at Hull Time Based Arts, Kingston Uppon Hull
in England; at Duncan of Jordanstone College School of Television and Imaging,
Dundee, Scotland, at V2 Organisation, Rotterdam, Netherlands or at Werkleitz

".. devolve into II .."
is an international network streaming project. The project has
several components and manifestations that are facilitated by mediums
of exchange - web-cams, audio streams, radio broadcasts,
publications, objects, mail-art, installation, and performance. The
work is interdisciplinary, informed by many regional and global
artistic practices that use sound, video, sculpture, movement, the
page, physical interventions, and social gatherings. The on-line
component provides the basis for exchange - including the streams,
the ideas/inspirations, and the artist's biographies. The on-air
components are radio broadcasts - including re-mixes of the audio
streams and pre-produced work by the artists. The on-site components
are specific installations and performances scheduled to take place
between January 17th and March 30th, 2002. (Peter Courtemanche)
"..devolve into II.." has been commissioned by =D61 Kunstradio
(http://kunstradio.at), Vienna, and is produced in collaboration with
The Western Front Society (http://www.front.bc.ca), Vancouver, First
=46loor (http://www.firstfloor.org), Vancouver, and the participating
artists at their different locations.
The versions of " devolve into II" for the intermedium 2
(http://www.intermedium2.de) Festival in Karlsruhe are produced in
collaboration with Bayerischer Rundfunk, M=FCnchen and intermedium 2.
