Nic. Tummers founded the University of Social Space (Universiteit van de
Socio-ruimte) in 1966 to create a cross-disciplinary forum for research of
urban environments. Connecting a variety of fields of study, literature,
fine art, social sciences, archite cture and urban planning, this
situationist proposal has through time moved from the purely conceptual to
a form of reality. For this event, Tummers will be touring through the
Unlimited.nl-2 exhibition, actualising the past with the aid of images and
objects from the library of the University of Social Space. He will be
reflecting upon the possibilities of integrating creative
practices with aspects of everyday life. 

NIC. TUMMERS is an artist, teacher and politician. He is the founder of
the University of the Socio-Space and publisher of the 'New Babylon
Informatief'. 

IT SIL HEVE! 
(The trick is there is no trick it's just a click)

Invited by the Provincial Service for Exhibitions of Kuenstwurk artist,
Rene Kool, graphic designer, Gabrille Marks and theatremaker, Stefan
Kunzmann developed a new concept for Keunstwurks' yearly mobile exhibition
about art. Made for Frisian schools, IT SIL HEVE! (Frisian for, it will
happen!) is a cross between a narrative play and display which goes beyond
simple art historical descriptions of pictures. It teaches students how to
trust their own eyes and ears. Through a mixture of theatre, exhibitio n
and workshop students experience alternative ways of seeing plus they
learn how to visualise an idea. They also experience how to collectively
work on an image. For this roundtable discussion, Jacob Bijker, Rene
Kool, Stefan Kunzmann and Gabrille Mar ks will present their proposal for
IT SIL HEVE!. They will be reflecting upon their interdisciplinary
collaboration plus discussing their views on art education and ways of
storytelling. 

RENEE KOOL is an artist who has made videos, installations and
presentations in/for amongst others: Festival a/d Werf, Stedelijk Museum
De Lakenhal and Manifesta I STEFAN KUNZMANN is theatremaker and has worked
in various media for film, theatre and musical productions.  GABRIELLE
MARKS is a graphic designer currently working on 'SanctuaryCity', an
interactive installation for the public space.  All three are currently
participating in the master program of Media-GN, centre for emergent media
and communication, Groningen. IT SIL HEVE! is developed in collaboration
with JACOB BIJKER who is a student at Noordelijke Hogeschool Leeuwarden,
department of Art and education. 

UNLIMITED.NL-2

Unlimited.NL-2 is an exhibition currently on view at De Appel, Amsterdam.
Guest curator Hou Hanru has asked a variety of artists, artist initiatives
and architects to reflect upon 'urban transformation' in the Netherlands.
For the exhibition De Geuzen has designed THE WALK-IN READER, a space
functioning as a resource for research, screenings and discussions. For
the period of two months there will be several roundtable discussions
based on selected themes: MAPPING, FEELING AT HOME: A SENSE OF
(BE)LONGING, SHIFTING ECONOMIES, MOMENTS OF CONVERGENCE and ENVISIONING
CULTURAL PARADIGMS ACROSS DISCIPLINARY BOUNDARIES.

Terry Towery is currently an Assistant Professor of Art at Lehman College
of the City University of New York and a member of the Graduate Faculty in
the MFA program in Design and Technology at Parsons School of Design. He
has taught art at FIT/SUNY, Brooklyn College/CUNY, the University of
Florida, The County College of Morris and the New School University. He is
a Photographer, Artist and all around digital guy.

        Experimental Intermedia, based in New York City, was founded in
1968 by Elaine Summers to provide organizational support for artists
working in intermedia forms. Throughout its history EI has produced more
than 1000 events in its New York lofts. EI has also produced many
intermedia events in other cities in the U.S. and other countries. EI now
produces 20 events each season; manages its compact disc label, XI;
develops and implements international projects in collaboration with
like-minded organizations in Belgium, The Netherlands, Germany, Portugal
and elsewhere.
        And who would have thought that it could go on for thirty years.
Phill Niblock, DirectorActivities of the Experimental Intermedia v.z.w.
Gent
        In 1993, the American artist Phill Niblock opened an
artist-in-residence house with window gallery at Sassekaai 45, in Gent,
Belgium. Quickly the EI Huis became a meeting place for many local and
international artists and art lovers. In early 1997, to achieve a better
co-ordination of the EI Huis activities, the artists Phill Niblock, Maria
Blondeel, Zjuul Devens and Ludo Engels founded a Belgium organization, the
Experimental Intermedia v.z.w. Gent. The EI Huis annually invites 4 or
more
artists to realize an installation in the window gallery during their
residency in the house, and this is curated by Phill Niblock and Maria
Blondeel, and  is realized  in collaboration with the Logos Foundation.
The
installations can be seen from the street through two large windows:
pedestrians, car drivers, bikers and people on the tram cannot help but
give attention to the curved front with its two windows, bringing the art
(often literally) onto the street. By exploring the space and the
environment, the artist can surprise passers-by with his/her creation.
Experimental Intermedia v.z.w. believes in the continuous impulse and
passion of the imagination and vision of artists. Art and science are the
only proof of our imaginative powers. One of the objectives of the
Experimental Intermedia v.z.w. is to foster the sharing and development of
technological innovations in the arts. The exchange between the presented
work, the environment and the passers-by, is the essence of each
installation.
        The artists who have made installations, listed in chronological
order, are: Maria Evelein, the Netherlands; Sigrid Lange, Germany; Michael
Timpson, USA; Michael Vorfeld, Germany; Uli Vonbank-Schedler, Austria;
Harald  Kubiczak, Germany; Alexandru Patatics, Romania and Gerd Schmedes,

        In addition, EI Gent has produced several projects in
collaboration
with other organizations in Belgium, the Netherlands and Germany. In
Spring
and Summer 1997, there were two projects in collaboration with
"Instalraam"
of Croxhapox v.z.w., Gent: "Schrattenberg Nucleus", the artists Lisi
Breuss, Martin Dickinger, Uli Vonbank-Schedler, Heimo Wallner, from
Austria; and "Schrattenberg Periphery", the artists APSOLUTNO /
Yugoslavia,
Hilda Kozari / Hungary,  Petr Kvicala / Czechia, Slaven Tolj / Croatia.
This exhibition was curated by Heimo Wallner and Uli Vonbank-Schedler.
        "Project EI" took place in March and April, 1997 at the
Kunstcentrum Sittard, in Sittard, The Netherlands. The concept of the
exhibition was projection, - real, virtual or otherwise. The artists were:
Maria Blondeel (B), Jens Brand (D), Zjuul Devens (B), Ludo Engels (B), An
Van Exe (B), Harald Kubiczak (D), Phill Niblock (USA), Chrit Veugen (NL),
Michael Vorfeld (D).
        In the summer of 1997, there was a complex of collaborations among
the organizations: EI Gent and Stichting Logos, in Gent, Belgium; MeX, in
Dortmund, Germany; Voorkamer, in Lier, Belgium. The project was "Unter
Anderen - Among Others -2", collaborations between visual and sound
artists, from Germany, Japan, Spain,  Poland, Belgium, Austria, and the
U.S.
        Onix Shoe,  an exhibition in Lier, Belgium, was co-sponsored by EI

After the Next 5 Minutes 3 - Tactical Media conference (Amsterdam, 12 - 14
March 1999), V2_Organization Rotterdam hosts a workshop and public
presentation of 'Insular Technologies', in co-operation with PACT Systems
Ljubljana and Ljudmila HW_Lab.

'Insular Technologies' is a system that will establish an alternative
Internet infrastructure via shortwave radio. It will allow for encrypted
data transmission between media labs that participate in the Insular
Technologies Consortium, making them independent from the existing
telecommunications infrastructure.

During the public presentation on Monday, 15 March, 20.00 hrs, Marko
Peljhan and Borja Jelic of PACT Systems, Ljubljana will introduce the
concept of Insular Technologies and demonstrate the first prototypes of
transmission and reception hardware. Afterwards there is an opportunity
for
a discussion with the audience about the envisaged technology.

In the workshop which will be held at V2_ on the following two days, a
group of expert technicians, media theoreticians, lawyers and artists will
discuss technical, legal, political and organizational aspects of the
Insular Technologies system.

On the closing night (Wednesday, 17 March), the results of the workshop
will be presented to the public. The foundation of the Insular
Technologies
Consortium will be announced and celebrated appropriately. The 'Insular
Consortium' of media centers which will cooperate and invest in the
further
development of the system.

The Insular Technologies System

Insular Technologies tries to offer a practical alternative to the
dominant
infrastructure for data communication. It will consist of base HF
stations,
portable units and gateways to connect it to the global data network. We
can
gather from military analysis and amateur radio experience over the
last 50 years, that HF technology has unique characteristics that make it
ideal for long haul communications. The broad operational range of HF
permits both lines of sight surface or groundwave communications and over
the horizon skywave connections, using the reflecting properties of the
ionosphere. Further, the costs of HF use during one year of operations are
around 15 times lower that the costs of satellite based communications.
Another issue that is important is the possibility of mobility using HF
communications. With its non-directional antenna systems, and with proper
selection of equipment, HF can overcome blockage from trees, buildings and
mountainous terrain.

At first, a web of base HF station with or without internet access will be
established. Targeted are former Yugoslavia and Albania, together with
partner organizations in the EU and other wireless encryption-friendly
states. An IT Consortium has to be established for this purpose, with a
research & development pool and a financial pool for the production of
units
and further software development and a legal pool for legal issues
connected
with the establishment of these stations. PACT SYSTEMS will provide on
site
training and set-up of the hardware.

With IT, the civil tactical community will get access to relatively cheap
and reliable secure point to point voice and data communication. Each of
the
stations will also be a valuable research tool for the telecommunications
in the community where it will be used, with the possibility of serving as
an r&d platform for future development, as well as serving as a temporary
platform for tactical broadcasting. The IT Consortium will also take a
pro-active role in policy issues concerning the use of the HF spectrum for
civil tactical purposes.

Day 7 of the project, and so far artists have created 12 alternative
designs for the new European currency, the euro. Some interesting visual

The Strange Case will remain open for another two weeks, so there is still
time if you would like to design alternative notes, with imagery which
perhaps more accurately reflects either the contemporary situation, or
histories of European peoples. You may wish instead to question the
notions
of currency or value exchange.

Once done, send an e-mail, with the image(s) attached.

10 designs will be chosen to be printed into alternative euro notes.
Another will be added to make 11, one for each of the States in the
Euroland. The money will then be transported to Lorient, Brittany in the
Strange Case and put on display at the internet art festival x-99 in

2. C i t y   h o s t el   o f f e r 

To facilitate low-budget travellers to the event, we reserved a limited 
number of beds in City Hostel Vondelpark, a newly renovated 
beautiful youth hostel only 5 minutes walking from the festival 
venues, lokated in the funkiest park in Amsterdam, the Vondelpark, 
near the filmmuseum. You will share a 4 to 8-person room with 
other conference participants.

One deal: 
- arrival Thursday 11 March
- departure Monday 15 March (4 nights)
- breakfast is included
- pay and check in at the festival desk in De Balie
- costs are dfl 160 (around 73 euro or 80 US$)
- and register asap (email to <hilde@waag.org> or use the 
registration form on the website)

Coming to the conference? Please let us know, it can help us 
prepare things for you. The three-day festival pass is 65 guilders 
(around 31 euro or 33 US$). This pass entitles you access to all 
events. Food and accomodation are not included.

4. L a s t   p r o p o s a l s   f o r   
    T a c t i c a l   A u t o n o m o u s   Z o n e 

The TAZ, or Tactical Autonomous Zone, aka freezone or DIY-
space, enables particpants of the event to organise their own 
workshop/debate/panel/screening/presentation/screening/conspirac
y. In a comfortable room for a max audience of 50, we set up some 
basic facilities that you can use: a pc with high-speed 
net.connection and a vhs-multiplayer, both connected to a decent 
data/video projector. And a simple sound system.

You tell us:
- what you want to do (funky name and description)
- organisation name
- contact person and email
- tech facilities that you want to use
- how long you need
- preferred times

We:
- will filter out the proposals we don't like 
  (but don't let this withhold your proposal please)
- will find a time slot for you (max. 45 minutes)
- will announce your presentation/etc. online and on paper
