<nettime> query: rape as a war crime

Can anyone clarify for me whether rape is considered to be a
'war crime' under the jurisdiction of the International
Criminal Tribunal for the former Yugoslavia? I understand
there has been some debate around this, so if anyone can
point me in the direction of such a discussion that would be
great.
