Tactical commanders continually stress dispersion, mobility,and flexibility in the employment of tactical units. However,dispersion, mobility, and flexibility can be realized only if signal communication systems are designed to support these operational concepts and provide the commander with the necessary capability for control. The signal communication system must be able to absorb damage from nuclear attack without complete disruption of signal communications. It must be flexible and capable of quick reaction to changes in operational plans and task organization. It must be able to support all command requirements, as well as certain sole-user circuit requirements of higher headquarters. It must provide, as an integral feature, communication security to the maximum extent possible, consistent with operational considerations.
